1.0 INTRODUCTION
NLNG is a leading energy company committed to driving innovation and meeting the evolving energy needs of the future through its world-class production plant on Bonny Island, Rivers State, Nigeria. The facility consists of six (6) natural gas liquefaction trains with a total capacity of 22 million tons of Liquefied Natural Gas (LNG) and 5 million tonnes of Natural Gas Liquids (NGL) per annum, with associated gas receiving, treating, storage and loading facilities as well as utilities (Electrical power generation, Water, Air, Nitrogen etc.), and support infrastructure (offices, residential accommodation, school, hospital, airstrip, jetties etc.).
NLNG maintains regular engagement with the media to enhance its reputation and brand equity. To ensures that NLNG remains proactive in shaping narratives, addressing emerging issues, and strengthening stakeholder trust, it is essential for the company to respond with timeliness, clarity, and consistency.
Additionally, NLNG is constantly engaging with the public across multiple social media platforms, requiring active monitoring to protect its reputation. The fast-paced and volatile nature of social media requires 24/7 monitoring and specialised skills.
NLNG has also outlined the procedure for recognizing, evaluating, and managing the primary hazards within the organization in our HSE case, including safeguards that ensure residual risks are handled effectively. In line with this, the company requires the implementation of NLNG-specific, self-directed learning programs designed to reinforce and ensure that safety-critical personnel are aware of their roles as barriers.
NLNG hereby invites interested parties to express their interest to participate in the tendering for the following service packages:
1. Package A: Corporate Media Support Services.
2. Package B: Social Media Management Services.
3. Package C: NLNG HSE Case Self-Paced eLearning Module Service.
2.0 SCOPE OF WORK
2.1 Package A: Corporate Media Support Services.
The scope includes but is not limited to:
1. Development of media content (press releases, articles, advertorials, multimedia materials).
2. Media planning, advertising placement, monitoring, and intelligence reporting.
3. Creative production support (graphics, videos, and digital content)
4. Planning and execution of media events, press engagements, and stakeholder outreach
5. End-to-end social media management (content creation, scheduling, engagement, analytics)
6. Real-time monitoring, sentiment analysis, and reputation management
7. Social media campaign execution and live streaming of events
8. Crisis communication and issues management support
9. Provision of analytics, insights, and periodic performance reports
2.2 Package B: Social Media Management Services.
1. Provide in-house social media personnel to manage daily platform operations under NLNG supervision
2. Develop and execute digital content and social media marketing strategies to enhance brand visibility
3. Manage content creation, scheduling, and engagement across all social media platforms
4. Monitor platforms in real time, engage stakeholders/influencers, and respond promptly to enquiries
5. Deliver social media analytics, insights, and reports on performance, sentiment, and risks
6. Support execution of publicity campaigns, corporate events, and live streaming activities
7. Manage paid promotions and optimise reach across digital platforms
8. Provide reputation, crisis, and issues management support through active monitoring and response
2.3 Package C: NLNG HSE Case Self-Paced eLearning Module Service.
1. Design a framework for the delivery of the NLNG HSE Case Self-Paced eLearning modules for NLNG Bowties.
2. Develop interactive eLearning modules for the NLNG Bowties with quizzes, case studies, simulations and other suitable learning modalities etc.
3. Review and conduct User Acceptance Test for the developed modules.
3.0 MANDATORY REQUIREMENTS
To qualify for consideration, interested companies are required to respond to this Expression on Interest with the following information/documents for consideration. Failure to submit any of the under-listed documents may lead to disqualification.
a) Company’s Certificate of Incorporation.
b) Complete copy of Form CAC 7 (Particulars of Directors) and/or the most recent complete Status Report issued by the CAC (or its equivalent).
c) Complete copy of Form CAC 2 (statement of Share Capital and Return of Allotment of Shares) and/or the most recent complete Status Report issued by the CAC (or its equivalent). Please note that where a shareholder is a corporate entity, the entity’s most recent complete status report, down to the level identifying all ultimate beneficial owner(s) shall be mandatorily required.
d) Company Profile, organisation, size, and structure, including any parent, technical partnership, alliance, or joint venture of companies to whom they belong, together with:
i. CV of management team
ii. CV of key technical personnel within the organisation available for the work.
e) A detailed list of experience, relevant to the specific packages(s), with evidence to demonstrate capability in undertaking the scope of the services within the last five (5) years with evidence e.g., contracts, award letters, purchase orders, work completion certificates, etc. Kindly indicate names and contact of clients, location, and cost or volume of services provided with evidence.
f) Three (3) years financial accounts audited by a licensed accountancy firm which shall be a member of a recognised institute of accountancy. Most recent accounts should not have an end of year date more than 18 months before the time of EOI.
g) Tax Clearance Certificate for previous three (3) years (2023, 2024, 2025).
h) A letter of reference/support from a bank or reputable financial institution.
4.0 COMPLIANCE WITH NIGERIAN CONTENT
The Nigerian Oil and Gas Industry Content Development (NOGICD) Act 2010 supports and details expected Nigerian Content deliverables within contracts and projects in the Nigerian Oil and Gas industry.
Kindly note NLNG is committed to the NOGID act 2010, and to Nigerian content development. This EOI will be evaluated in line with Nigerian Content laws and Guidelines.

Submissions in response to the above requirements shall be completed strictly in accordance with the instructions given in this publication. Failure to submit any of the documents may result in the disqualification of the applicant.

Please note that submission for each package should be made separately and individually on the EOI portal. Submissions must be received by NLNG not later than 22nd June, 2026.
This is not an invitation to tender. The full tendering procedure will be provided to applicants that are successful at this EOI stage, in accordance with NLNG’s relevant procedures. Notwithstanding the submissions of the documents for the expression of interest, NLNG is neither committed nor obliged to include any company and/or their associated companies, agents or sub-contractors on any bid list or to award any form of contract to any company and/or its associated companies, agents or sub-contractors.
Please be aware that this invitation to express interest does not guarantee that any company will be requested to submit an offer to NLNG; it does not constitute any form of agreement or contract between NLNG and any Company. NLNG shall not be responsible for any cost incurred in responding to this invitation. This advertisement for EOI shall not be construed as a commitment by NLNG, nor shall it entitle respondents to claim any indemnity from NLNG and/or any of its shareholders by virtue of having responded to this advertisement.
This is a simple invitation for interested companies to express their interest in the indicated work scopes and does not warrant any further feedback from NLNG hereafter. If no feedback is received within 3 months of submission, the application should be considered unsuccessful.
